JOINT DECLARATION

The Ministers of Agriculture of Bulgaria, Greece, Italy, Romania, Spain and Hungary, having met today in Verona in presence of a delegate from France, had addressed and debated the perspectives of the community tobacco sector taking into account the increasing competition of third countries and the current EU legislative provisions on the support to tobacco producers.

The Ministers agreed that the current regime of the tobacco sector, which provides to the Member States:

• the ability to choose a proper model of coupled/decoupled aid, according to their peculiarities;

• the possibility of an immediate payment (100% of the total aid amount) to tobacco producers that is considered effective, fair and realistic.

The Ministers add that:

• as proved by statistics, tobacco growing in Europe does not influence tabagism across the EU;

• areas with a vocation for tobacco production have important landscape and employment features, that is, value in terms of tourism promotion.

Thus, this European sector has started a virtuous -even if burdensome- path of rationalization, efficiency recover, income stability and quality improvement which cannot be interrupted without severe consequences in both production and producers.

The Ministers request:

• to consider the community tobacco sector related problems -according to their peculiarity-, as an integral part of the final agreement that the Council will have to adopt so as to conclude the negotiation on the CAP Health Check;

• to keep in force the current support schemes till the year 2013. Such a solution would provide the possibility to avoid any severe consequences especially on fragile territories with no economic alternatives.

The Ministers,

• agreed to forward to the Presidency and the Commission the above mentioned requests, which have already been strongly introduced several times by trade associations,

• invite the Presidency and the Commission, to seriously consider these requests in the framework of the upcoming decisions on the CAP Health Check, achieving suitable solutions.

• agreed to keep a strong coordination among their respective delegations within the EU Council.

VERTICE DEI MINISTRI DELL’AGRICOLTURA DEI PAESI UE PRODUTTORI DI TABACCO

DICHIARAZIONE CONGIUNTA

I Ministri dell’Agricoltura di Bulgaria, Grecia, Italia, Romania, Spagna e Ungheria, riunitisi oggi a Verona alla presenza di un delegato francese, hanno affrontato e discusso le prospettive del comparto comunitario del tabacco alla luce della sempre più forte concorrenza da parte dei Paesi terzi e delle attuali misure legislative dell’UE in materia di sostegno ai produttori di tabacco.

I Ministri hanno convenuto che l’attuale regime del settore tabacco fornisce agli Stati Membri:
a) la capacità di scegliere un adeguato modello di aiuto accoppiato/disaccoppiato a seconda delle proprie peculiarità;
b) la possibilità di un immediato pagamento (100% dell’aiuto) ai produttori di tabacco, che è considerata efficace, equa e concreta.
Aggiungono che:
c) come comprovato dalle statistiche, la coltivazione del tabacco in Europa non condiziona la crescita del tabagismo nell’U.E.;
d) le aree vocate a produzione di tabacco hanno importanti componenti paesaggistiche e occupazionali e quindi valore di promozione turistica.

Questo comparto europeo ha pertanto intrapreso un percorso virtuoso anche se oneroso di razionalizzazione, recupero di efficienza, stabilità del reddito e miglioramento della qualità, che non può essere interrotto senza determinare gravi conseguenze sia sulla produzione che sui produttori.

I Ministri richiedono:

• di considerare le problematiche concernenti il comparto comunitario del tabacco, per la loro peculiarità, come parte integrante dell’accordo finale che il Consiglio sarà chiamato ad adottare a conclusione del negoziato sullo Stato di Salute della PAC;

• di mantenere in vigore fino al 2013 gli attuali schemi di sostegno. Questa soluzione fornirebbe la possibilità di evitare gravi ripercussioni specialmente in territori fragili e senza alternative economiche.

I Ministri,

• hanno convenuto di trasmettere alla Presidenza e alla Commissione le sopra elencate richieste, introdotte a più riprese e con forza dalle associazioni di categoria,

• invitano la Presidenza e la Commissione a considerare seriamente queste richieste nell’ambito delle imminenti decisioni sullo Stato di Salute della PAC, giungendo a soluzioni adeguate

• hanno convenuto di mantenere un forte coordinamento tra le rispettive delegazioni in seno al Consiglio UE.
